第一章 总则

第一条 本协会的名称

本协会中文全称为:全英华人收藏家协会

英文名称为:Association of Chinese Collectors UK

英文缩写为:ACCUK

协会官方网站为:www.accuk.org

第二条 本协会的性质

本协会为会员制。由全英国的华人收藏家、收藏爱好者、收藏组织自愿组成,为非盈利性的社会组织。任何有收藏爱好的个人及公司团体,均可申请成为会员。

第三条 本协会的宗旨

团结海内外华人收藏家、收藏爱好者、经营商和收藏组织;帮助会员提升收藏品味,增强对藏品的欣赏和鉴别能力,提高对收藏及经营的知识和本领;促进收藏和经营的健康发展,以及与国际文化艺术界的交流。本协会不得开展违反英国法律及中华人民共和国法律的任何活动,本协会会员的任何违法行为由其个人承担全部责任,本协会不承担任何法律责任。

第四条 本协会的总部

本协会总部设在英国伦敦。地址如下:

第二章 工作任务

第五条 本协会的任务

  1. 积极开展各种相关知识的培训和学术研讨活动;
  2. 举办收藏品展示会、交流会,提高鉴赏、收藏及经营水平;
  3. 建立收藏咨询鉴定实体,为会员提供服务;
  4. 定期为会员提供收藏、拍卖等方面的信息;
  5. 发挥本协会网站在宣传经营方面的优势,为会员的藏品提供销售平台;
  6. 帮助会员解决在收藏和经营过程中出现的问题,为维护会员的权益提供支持;
  7. 安排接待中国各收藏家协会、各拍卖公司及个体收藏家、古董商来英国或欧洲进行专业考察、学术访问、征集藏品、参与拍卖等活动。协会提供一条龙服务;
  8. 帮助全球华人艺术家、收藏家在英国及欧洲举办展览和展销活动。

第三章 会员

第六条 申请成为会员的条件

  1. 热爱收藏;
  2. 有加入本协会的意愿;
  3. 同意并遵守本协会章程;
  4. 遵守当地法律和法规。

第七条 申请入会的程序

  1. 填写入会申请表;
  2. 由协会常务理事会批准;
  3. 由协会财务部收取相关费用;
  4. 由协会秘书处发给会员证。

第八条 会员费收费标准

  1. 会员费收费标准详见《入会申请表》;
  2. 会员费每一年/或每两年缴纳一次;
  3. 会员费可以通过现金、支票、银行转账等方式付款;
  4. 逾期不交会费的会员,视为自动退会,会员卡过期作废;
  5. 提前中止会籍的会员,会费不退。

第九条 会员的权利和义务

  1. 积极参加本协会的各项活动;
  2. 维护本协会的合法权益和声誉;
  3. 未经协会常务理事会同意不得以协会名义从事任何活动;
  4. 可向常务理事会提出一切有利于协会发展的建议和意见;
  5. 会员之间应团结互助,会员个人的任何矛盾纠纷与协会无关;
  6. 入会自愿,退会自由;
  7. 会员退会应书面通知本协会,并交回会员证。

第十条 除名

会员如有违反本章程的行为,由本协会给予警告。情节严重者,经常务理事会表决通过,予以除名(会费不退)。

第四章 组织领导

第十一条 本协会的机构设置

  1. 协会由顾问委员会、常务理事会、理事会及会员组成;
  2. 顾问委员会由荣誉会长和享有国际声誉的收藏鉴定专家组成(成员名单请见附件);
  3. 常务理事会由常务理事组成(成员名单请见附件);
  4. 理事会由高级理事和理事组成(成员名单请见附件);
  5. 协会管理机构设置:主席、会长,执行会长、常务副会长、副会长,秘书处、财务部、教育培训部、技术鉴定部、宣传联络部、旅游服务部。会长,常务副会长、副会长、各部门的部长由常务理事会任命,主要由常务理事会、理事会成员或协会其他成员担任。(成员名单请见附件)

第十二条 常务理事会的主要职责

  1. 讨论并审批会员的入会申请;
  2. 讨论和决定协会的工作方针和任务;
  3. 讨论并任命新的常务理事;
  4. 审议和批准协会的项目设立和工作安排;
  5. 讨论并投票选举新的副会长,以及会长、副会长、秘书长改选;
  6. 常务理事会成员每届任期5年;
  7. 决定协会的其它重要事项;
  8. 修改协会章程;
  9. 决定协会的终止;
  10. 常务理事会实行少数服从多数制。

第十三条 理事会的主要职责

  1. 在经常务理事会批准的前提下,任何会员均有资格加入理事会;
  2. 理事会成员承担各部门的工作,完成常务理事会布置的任务;
  3. 投票表决需由理事会通过的决议。

 

第十四条 管理机构的主要职责

  1. 协会管理机构负责处理协会日常工作,组织实施协会活动;
  2. 协会重大日常工作和活动事项,管理机构须上报协会常务理事会,获得批准后实施。

第五章 资产管理

第十五条 本协会经费来源

  1. 会员会费;
  2. 各界有关机构,企事业单位、公司、社团的赞助;
  3. 海内外华人、各界人士的赞助。

第十六条 本协会的经费必须用于本章程规定的业务范围和事业的发展,不得挪作他用。

第六章 附则

第十七条 本章程经协会常务理事会讨论通过即日起生效。

第十八条 本协会常务理事会对本章程拥有唯一的解释权。

MISSION STATEMENT

A NOT-FOR-PROFIT ORGANISATION INVITING MEMBERSHIPS FROM INDIVIDUAL COLLECTORS, GROUPS AND COMPANIES, BASED IN UK, INTERESTED IN THE COLLECTING OF CHINESE ANTIQUES. ANY INDIVIDUAL WITH A PASSION FOR COLLECTING CHINESE ANTIQUES, WHETHER OR NOT THEY ARE PART OF A LARGER GROUP, IS INVITED TO BECOME A MEMBER.

GENERAL PRINCIPLES

TO PROVIDE A CONGENIAL FORUM FOR CHINESE COLLECTORS, INDIVIDUAL BUSINESSMEN AND WOMEN, ORGANIZATIONS AND COLLECTORS BOTH IN CHINA AND IN UK IN WHICH THE HISTORICAL CONTEXT OF THEIR PIECES CAN BE AUTHENTICATED AND UNDERSTOOD.

TO IMPROVE THE KNOWLEDGE OF THE MEMBERSHIP IN THEIR UNDERSTANDING OF CHINESE ANTIQUES.

TO PROVIDE A CULTURAL EXCHANGE OF CHINESE HISTORY THROUGH THE EXHIBITION OF PERIOD WORKS OF ART IN THE UK.

RESPONSIBILITIES/ACTIVITIES

  • ORGANIZATION OF VARIOUS PROFESSIONAL TRAINING SESSIONS AND SEMINARS.
  • ORGANIZATION OF EXHIBITIONS AND CULTURAL EXCHANGES TO INCREASE AWARENESS AND KNOWLEDGE OF CHINESE ANTIQUES MARKET.
  • AUTHENTICATION OF A PIECE OWNED BY MEMBERS INCLUDING HISTORICAL CONTEXT OF THE
  • REGULAR SUPPLY OF INFORMATION ON REALISED PRICES AT AUCTIONS OF RELEVANT PIECES
  • WEBSITE PROMOTION OF PRIVATE COLLECTION MANAGEMENT AND MARKETING.
  • MEMBERSHIP SUPPORT, ADVICE AND IF NECESSARY MEDIATION ON ANY DISPUTES
  • ORGANIZATION OF “ ONE-STOP-SHOP ANTIQUE TOURS” FROM CHINA TO UK INCLUDING INVITATION LETTERS,VISITS TO AUCTIONS/MUSEUMS, BIDDING SUPPORT AND CULTURAL EXCHANGES WITH PRIVATE COLLECTORS AND ANTIQUE DEALERS IN UK.
  • GLOBAL SUPPORT FOR ARTISTS AND COLLECTORS TO HOLD EXHIBITIONS IN EUROPE

CONDITIONS OF MEMBERSHIP

  • PASSION FOR CHINESE ANTIQUE COLLECTING
  • ADHERENCE TO UK LAW

APPLICATION PROCEDURE

  • FILL IN APPLICATION FORM
  • APPLICATION APPROVAL BY EXECUTIVES OF ASSOCIATION
  • FINANCIAL DEPARTMENT WILL ADMINISTER FEES AND RECEIPTS.
  • MEMBERSHIP CARD ISSUED BY ASSOCIATION DEVELOPMENT DEPARTMENT.

MEMBERSHIP FEES

  • STANDARD MEMBERSHIP-PLEASE SEE MEMBERSHIP APPLICATION FORM
  • 12/24 MONTH MEMBERSHIP AVAILABLE
  • MEMBERSHIP FEES CAN BE PAID BY CASH/CHEQUE OR BANK TRANSFER.
  • IF MEMBERSHIP RENEWAL FEES NOT PAID, MEMBERSHIP WILL EXPIRE
  • MEMBERSHIP FEES NON-REFUNDABLE
  • MEMBERSHIP RIGHTS/ RESPONSIBILITIES
  • ATTENDANCE IN ALL ASSOCIATION MEETINGS/ACTIVITIES
  • COMPLETION OF ALL ASSIGNMENTS DESIGNATED BY ASSOCIATION
  • PROTECTION OF ASSOCIATION’S RIGHTS AND REPUTATION
  • ASSOCIATION’S NAME OR LOGO NOT TO BE USED FOR ANY ACTIVITY WITHOUT SPECIFIC PERMISSION FROM EXECUTIVE COMMITTEE.
  • CONTRIBUTION OF IDEAS TO DEVELOP ASSOCIATION
  • ASSOCIATION WILL NOT BE RESPONSIBLE FOR ANY DISPUTE BETWEEN INDIVIDUAL MEMBERS.
  • WITHDRAWAL FROM ASSOCIATION MAY BE MADE AT ANY TIME, BUT MUST BE IN WRITING ALONG WITH MEMBERSHIP CARD

TERMINATION OF MEMBERSHIP

SHOULD A MEMBER FAIL TO COMPLY WITH THEIR RESPONSIBILITIES AS STATED ABOVE, THE EXECUTIVE COMMITTEE WILL COMMUNICATE THEIR DISPLEASURE TO THE MEMBER CONCERNED. ON REPEATED FAILURE OF THEIR RESPONSIBILITIES, THE COMMITTEE SHALL HAVE THE RIGHT TO DISMISS A MEMBER FROM THE ASSOCIATION.

STRUCTURE OF ASSOCIATION

  • THIS ASSOCIATION IS COMPRISED OF THE EXECUTIVE COMMITTEE, NON EXECUTIVE DIRECTORS, OPERATIONS DEPARTMENT AND THE MEMBERSHIP.
  • THE EXECUTIVE COMMITTEE CONSISTS OF A CHAIRMAN,DEPUTY CHAIRMAN, AND AN ASSOCIATION SECRETARY
  • THE NON EXECUTIVE DIRECTORS WILL CONSIST OF HIGH PROFILE COLLECTORS AND RENOWNED EXPERTS
  • THE OPERATIONS DEPARTMENT IS LED BY AN OPERATIONS DIRECTOR AND CONSISTS OF SKILLED PERSONNEL IN VARIOUS DAY-TO-DAY FUNCTIONS SUCH AS TRAINING DEPARTMENT, CAREER DEVELOPMENT DEPARTMENT, FINANCE DEPARTMENT,TECHNICAL DEPARTMENT AND ADMINISTRATION DEPARTMENT AND WILL BE APPOINTED BY THE EXECUTIVE COMMITTEE.

DUTIES OF EXECUTIVE COMMITTEE

  • SET DIRECTIONS AND OBJECTIVES FOR ASSOCIATION.
  • APPROVE ASSIGNMENTS FOR OPERATIONS DEPARTMENT AND MEMBERSHIP
  • AMEND RULES AND REGULATIONS PERIODICALLY
  • DECIDE ON PRIORITY OF PROJECTS AND ASSIGNMENTS
  • DECIDE TO CONTINUE OR DISSOLVE ASSOCIATION
  • ELECTION OF ASSOCIATION’S OFFICIAL POSITIONS.
  • RE-ELECTION OF EXECUTIVE COMMITTEE MEMBERS AFTER A TERM OF FIVE YEARS.
  • IMPLEMENTATION OF MAJORITY RULE IN THE EVENT OF A DISPUTE WITHIN THE EXECUTIVE COMMITTEE.

ASSOCIATION REVENUE SOURCES

  • MEMBERSHIP FEES
  • OVERSEAS AND AFFILIATED ASSOCIATIONS DONATIONS
  • HIGH NETT WORTH OVERSEA COLLECTORS AND ARTISTS DONATIONS

ASSOCIATION REVENUE TO BE USED SOLELY FOR THE BENEFIT AND PROMOTION OF THE ASSOCIATIONS ACTIVITIES AND FOR NO OTHER USE.

ADDITIONAL RULES/REGULATIONS

MAY BE DISCUSSED AND/OR IMPLEMENTED SUBJECT TO AGREEMENT BY THE EXECUTIVE COMMITTEE.
